We have particular strengths in waste, defence and education PFIs and PPPs. As MoD legal panel advisers we were appointed to advise the UK Defence Procurement Agency, Ministry of Defence (MoD) in 2001 in connection with the £800 million PFI project to redevelop Corsham Site. This project reached financial close in August 2008.

As well as major defence projects we have well honed experience of PFI and for the procurement of, amongst other things:

• shared local government services procured through the appointment of a strategic partner
• IT/communications (including IT software licensing, systems implementation and managed services)
• accommodation and relocation (including under NHS LIFT and including car parks and car park FM)

Project expertise

Our major project expertise combining our experience of acting for both public and private sector clients includes work for central and local government as well as agencies, trading funds and private sector companies bidding as part of a consortium in PFI and PPP procurement processes:

• advising Avon and Somerset Police Constabulary, Somerset County Council, Taunton Deane District Council  on their procurement of a strategic partner under a framework and strategic partnering arrangement in connection with the £500 million 'Improving Services in Somerset' (ISiS) Public Private Partnership (PPP) project 
• advising Bristol Brunel Academy on its transition to academy status and its integration into the HM Government's Building Schools for the Future (BSF) PFI programme
• advising Hills Waste Solutions Limited in connection with their preferred bidder negotiation to provide waste disposal services based on the build and operation of a Mechanical Biological Treatment Plant in Wiltshire in connection with a £125 million PPP to be entered into with Wiltshire County Council
• advising the UK Defence Procurement Agency, Ministry of Defence in connection with Project Bowman PFI
• advising the UK Defence Procurement Agency, Ministry of Defence and the Naval Recruiting and Training Agency on umbrella arrangements with Flagship Training Limited in connection with the Whitefleet PFI
• advising Borough of Poole Council in respect of procurement issues connected with the development of a long term waste disposal solution under an ongoing PPP procurement and means to establish agency arrangements with an adjoining Authority
• advising Newport City Council and Caerphilly County Borough Council on the Newport SDR PFI project and Caerphilly SEW Road PFI Schemes respectively including leading on the procurement, drafting and negotiation.

Members of our PFI/PPP team, who all regularly give training to public and private sector clients and other bodies on principles of SOPCv4 drafting and related finance principles, have also advised:

• the UK Defence Procurement Agency, Ministry of Defence in connection with its £3 billion Skynet 5 PFI
• Wiltshire Police Authority in relation to their HQ PFI project
• the Croatia Zagreb in relation to their Motorway PFI project
• the West Sussex County Council in relation to their residential PFI scheme

• Bridgend County Borough Council schools PFI project.
