The Crown Commercial Service has published 2 new sets of draft procurement regulations:
The changes will affect purchasing activity across all regulated utilities in England and Wales, and the concessions rules introduce a more detailed regulatory regime for the award of service and works concession arrangements for the first time.
A public consultation is running until the 18 September 2015 for feedback on the drafts, which are due to come into effect in April 2016 to implement the new EU Utilities and Concessions Directives respectively.
