Procurement: Balanced Scorecards

The Crown Commercial Service has published Procurement Policy Note 09/16: Procuring for Growth Balanced Scorecard which can help contracting authorities maximise the economic benefit of spending through public procurement in major investments.

Who does this guidance apply to?

The guidance applies to all Central Government Departments, their Executive Agencies and Non Departmental Public Bodies for all construction, infrastructure and capital investment procurements with a value of over £10m. The principles are equally applicable to "sub-central" contracting authorities.  The balanced score card approach can help to develop procurement documents, e.g. (minimum) requirements or the evaluation criteria. It highlights example Critical Success Factors that should be considered on a case by case basis to identify, shape and priorities the procurement objectives and requirements.

Comment

Whilst this is not a mandatory for all public sector bodies, the guidance highlights the benefits of adopting a balanced score card approach by all contracting authorities and not necessarily limited to just construction, infrastructure or capital investment projects. The scorecard may be a useful tool that all contracting authorities can use to help shape the procurement documents to identify and deliver the key requirements through the procurement process.
