
Government to restrict higher-level apprenticeship funding to under-22s
From January 2026, levy funding for new Level 7 apprenticeships will be limited to individuals aged under 22, as part of the Government’s focus on early-entry training.
Funding changes from 2026
The Government has confirmed that, from January 2026, levy funding will be available for Level 7 apprenticeships only where the apprentice is aged 16 to 21 at the start of the programme. Existing apprentices already enrolled before this date will not be affected.
The announcement is part of a wider package of reforms intended to support younger workers and increase apprenticeship opportunities. This includes a commitment to 30,000 additional apprenticeship starts during the current Parliament and a planned 32% increase in the Immigration Skills Charge, which will contribute to funding additional training places.
What this means for employers
Employers may wish to review the age profile of their apprenticeship programmes and consider any impact on future workforce planning. While current apprentices are unaffected, changes to eligibility for Level 7 funding could affect recruitment strategies, particularly in sectors where professional training pathways include master’s level qualifications.
