Stephanie Rickard

Stephanie leads our specialist Procurement and Subsidy Control team.

With over 20 years' experience advising on and managing complex and high value procurements and projects, Stephanie advises on all aspects of your procurement process as well as on bringing and defending procurement challenges. Stephanie also advises on subsidy control, grant funding applications and ancillary competition law issues.

Stephanie acts for public sector organisations, universities and research organisations, healthcare professionals and other bidders.
Stephanie's aim is to work with you to find practical strategies and risk-based solutions. She understands the need for high quality advice, delivered in a friendly and approachable way. She has a particular focus and interest in advising clients in the public sector and higher education sector.

Stephanie can help you with planning and preparing your procurement strategy, advising on the Procurement Act 2023, drafting tender documents, designing the evaluation methodology and process, developing procurement compliance programmes, setting up and using framework agreements and advising on how to deal with procurement challenges. She can support your projects from conception to completion or provide support and assistance according to your requirements.

On subsidy control, Stephanie can advise on structuring agreements to ensure compliance with the subsidy control rules and can provide subsidy control opinions. 

Stephanie's experience includes advising overseas bidders on navigating their way around the UK procurement rules and how to complain if the rules are not followed. She also has experience advising on the procurement process and documentation for international projects.

Stephanie is based in our Bristol office but can support you nationally.

Stephanie has vast experience and knowledge and is always very understanding of our particular needs.

Stephanie is a member of the firm's Public Sector and Higher Education teams.

She provides regular training on procurement and subsidy control topics and has written for numerous publications. She is a member of the Procurement Lawyers Association, where she has contributed to several working groups.

Outside of work, Stephanie is a keen cellist.
