It is difficult to predict at this stage what specific recommendations will arise out of the above headings. However, any recommendations aimed at clarifying the legal distinctions between employees, workers and the self-employed are eagerly awaited.
Whilst these recommendations may entail significant changes to current practices, Mr Taylor has insisted that they will not increase the costs-burden on employers. He has said that the review will concentrate on fostering 'quality work', in a bid to make employment and the tax system fairer.
