It is not clear why this is the case, but one factor might be the increasing complexity or financial value of the average claim following the introduction of fees into the tribunal system.
Overall, the figures show that the number of claims received is still substantially below the numbers received prior to the introduction of fees, although there does not appear to be a continuing decline.
For comparison purposes, the statistics released in the last full year before the fees were introduced (financial year 2012/13), show that the number of single claims received over the 2015/16 period is down 69%. There is also a 51% decrease in the number of multiple claims received compared to 2012/13.
