The Taylor Report - Six-Point Plan for Flexibility and Fairness

Speaking at an event organised by the Resolution Foundation think-tank and the Confederation of British Industry, Matthew Taylor, the chair of the government's Independent Review of Employment Practices...

...in the Modern Economy, has outlined a six-point plan to balance flexibility and fairness in the modern world of work, ahead of his final report which is set to be published in the "next few weeks".

The report will focus on the following:

  • Creating a "national strategy for work", with quality at its heart.
  • Creating a tax system that is fair to ensure "sound public finances".
  • Ensuring initiatives that promote a "fair balance of rights and responsibilities".
  • Promoting technology that benefits the workforce while ensuring a 'level playing field' with other businesses.
  • Clarifying the legal distinctions between employees, the self-employed and workers.
  • Facilitating a greater role for the low pay commission.

What Does This Mean for the Workplace?

It is difficult to predict at this stage what specific recommendations will arise out of the above headings. However, any recommendations aimed at clarifying the legal distinctions between employees, workers and the self-employed are eagerly awaited.

Whilst these recommendations may entail significant changes to current practices, Mr Taylor has insisted that they will not increase the costs-burden on employers. He has said that the review will concentrate on fostering 'quality work', in a bid to make employment and the tax system fairer.
