The Priority School Building Programme (PSBP) is a new initiative introduced by the Coalition Government to revitalise the 261 schools across England and Wales most in need of urgent repair or renovation. The PSBP will be managed by the Education Funding Agency (EFA).
The PSBP replaces the Building Schools for the Future (BSF) programme established by the last government. In a time of austerity, the aim of the PSBP is to drive down the cost of new schools and streamline procurement by avoiding the bureaucracy, complexity and delays which were associated with the BSF programme.
Our extensive experience of working with both individual schools and the EFA means that we can provide you with clear, pragmatic and cost effective legal advice in relation to all aspects of the PSBP.
In particular we can:
Advise you on the responsibilities and obligations that will be assumed by the School under the PSBP
Negotiate with the EFA, and other interested parties, to secure the best possible deal for the School under the PSBP documents
Carry out a detailed title investigation to enable the School to provide the required warranties to the EFA and to identify any title issues which could interfere with the PSBP process
Projects under the PSBP are to be procured in batches of between 5 and 15 schools. If we are instructed by two or more schools within the same batch we are able to offer more favourable cost rates to take account of project efficiencies that can be achieved by acting for multiple schools.
